Support partner countries to take up best German transport solutions but also transfer practice from “South to North”
German bilateral aid should actively support partner countries to study and take up best transport practice showcased in a number of German cities and regions on sustainable passenger and freight transport. Such knowledge can be used to identify and adjust technologies or sustainable transport planning approaches in a quicker way. In order to make successful examples from countries of the South available in Germany it would be of additional value to also facilitate the exchange South – North, involving other German institutions.
Adjust the share of transport projects in The International Climate Initiative (ICI)
German ICI should start a debate to adjust the share of transport projects in the ICI budget to the relevance of transport in climate change. Due to the urgency of the climate change problem it is justified to discuss how far an increase of the overall ICI- budget is possible.
Actively follow up current UN process and join the group of “UN-Ambassadors of transport”
Germany has the potential to play an active role in the Post Rio Process. Among other activities to support a future SDG on transport the German development agencies should encourage the German UN Ambassador to join the group of UN-Ambassadors “Friends of transport”.
Establish a German platform to reflect and discuss German role in transport funding
To date there is no German platform existing where latest research and knowledge is made available for fostering sustainable transport in developing and transition countries. It should be investigated whether a German platform to reflect and discuss German role in transport funding and assistance is possible.
Germany reflects its responsibility as a car exporting country, building mobility models in developing and transition countries.
Germany has a certain responsibility as a car exporting country. German ODA – in cooperation with German stakeholders in the private sector (including car manufacturers) could develop partnerships and projects to support and implement more integrated solutions to transport problems related to the growing problems of high care use and ownership.
